Aranea Ienith can be found at the Shrine of Azura on a mountain top south of Winterhold. Talking to her starts the The Black Star quest. When first visiting the shrine, she is not at all surprised to see the Dragonborn, knowing that in her visions granted to her by Azura, this was fated to happen.
