There is nothing essentially wrong with an externally balanced 383. I have one, and my engine ran 450 hp on the dyno. The internal balancing makes it easier to replace a flywheel/flexplate and a balancer because they do not require balancing.

Probably not. People usually don’t look at balancers. Make sure your balancer has the extra weight or drilling on the side toward the engine.
