Does Fortify Restoration stack?
Potion effects are not supposed to stack but the Fortify Restoration potion effect does stack on Fortify Restoration enchantments if you unequip and equip the enchanted gear after each Fortify Restoration potion you drink.
Does Unofficial Skyrim Patch fix restoration glitch?
The Unofficial Patch only removes the Restoration exploit. The crafting loop still works as it always has — you can repeat the process as many times as you wish but (again, as always) it caps at around the third or fourth loop.
How do you do the Fortify glitch in Skyrim?
Don your best Fortify Alchemy gear (5 pieces if you use Circlet & Falmer Helmet). Craft your first Potion of Fortify Restoration @ 147% (yours might be lower, my Alchemy skill is at level 100). Drink it, but before exiting the Items menu, go to the Apparel page and doff and re-don one piece of your Alchemy gear.

The fortify restoration does not improves alchemy or enchanting directly. Drinking fortify restoration and then putting fortify alchemy causes it. In other words, it’s not a bug. The fortify restoration works as intended, magnifying the beneficial effect.
