The Hawaii QUEST Program (QUEST) is a Medicaid managed care program where the State pays health plans to provide coverage of medical and mental health services. Dental Services are provided on a fee-for-service basis.

Your QUEST Integration health plan covers medically necessary off-island and out-of-state emergency services and post-stabilization services. For non-emergency off-island, out-of-state, and out of network services, you’ll need prior authorization.
