Are simulacrum constructs?
The 2018 PHB errata has specified that the simulacrum is now considered to be a construct. As such, many healing spells will not even work on it explicitly. However, this does not change any of the logic above saying that simulacrum cannot be healed by means other than the one offered in the spell.
Are constructs sentient?
Constructs specifically are created beings with some form of sentience, even if that sentience is just a drive to fulfill a very simple purpose.

Can you polymorph a construct?
It would have a trigger of “When this construct sustains moderate damage (25% of its hit points), it will polymorph into a Giant Ape.” It will then use the heavy chains hanging from the ceiling to swing above the heroes, dropping down to attack the rear rank (which are my group’s squishies).
Can you Twinn spell haste?
Haste lets you make attack rolls that can affect more than one creature before the spell expires. So haste is not a valid spell for twinning.
Can Firebolt be twinned?
She may only twin the spell if she elects to target a creature (and the spell is unable to target more than that one creature). In your particular case, Firebolt is only ever a single bolt (unlike, say, Eldritch Blast). So it is eligible to be twinned provided you are using it to target a creature.
