Start with Consider Phlebas, its the first and sets the stage. You’ll regret not starting here. Skip Consider Phlebas period. Start with either A) The Player of Games or B) Look to Windward.
Is consider Phlebas worth reading?
Secondly, it’s actually a very very good book. While it’s a more mellow affair than you might expect it still has some impressive tech referenced, gorgeous imagery and the kind of writing you’d expect from one of the greatest writers in Sci-fi history.

Who is Phelbas The Phoenician?
Welcome to the shortest section of the poem, called “Death by Water.” These lines tell us that some guy named “Phlebas the Phoenician” is the one who’s been killed by water. He’s been dead for two weeks, or a “fortnight” (though if he really is a Phoenician, he’s been dead a lot longer than that).
